In theory you can use raster for everything, and there's no solid reason not to if that's your preferred workflow, but there are so many benefits to using vector layers for lines that there's just no reason to convert to raster. It gives you more control too since instead of hoping your lines are closed, even if you have an area that is not closed completely, you can use your brush and gently approach the margin. With 'Do not cross reference layer' checked and a high margin, you can use a larger brush tool to quickly fill in closed areas in your line art instead of having to manually fill in or use the bucket tool. Once you have those set up, you can make a NEW raster layer for your color. In the brush settings (sub-brush settings) you can find both: "Do not cross lines of reference layer" and also "Color Margin." You can check the box next to the settings to then make them appear permanently on the workstation so you can toggle it on and off - because there will be times when you don't want to constrain color! I set my color margin to 100 because I use anti-aliasing on my lines and it helps prevent gray blurs at the line edges. You can toggle this on and off as you need.
